How do I block an IP address on Azure?
To enable this feature, access the Networking link from your Azure Logic Apps (Standard) instance and then click Access Restriction. At this point we can now create one or more rules that allow us to either Allow or Deny requests from specific IP ranges.

Yes, the requirement is that the Azure AD Premium P1 license is applied to all users who make use of the feature. Azure AD has always been licensed per user and this applies to all Azure AD features.

Select Manage service settings.
Under trusted IPs, click in the text box and type the IP address or range of address you want to exclude from MFA. Select Save and a new window will confirm your changes.

Exclude named location from MFA policy
Click on Policies and click on the MFA policy. In the policy, navigate to Conditions > Locations > Configure > Yes > Exclude > Selected locations. Select both the locations to exempt from the policy.
