Yes. The WiFi owner has access to the admin panel from the WiFi router, meaning they can see the browsing information performed on their WiFi network. In addition, routers see log information, including when and what you did on your computer.
Can someone see what I do on my phone through hotspot?
If you use your phone as personal hotspot and connect to VPN on your laptop (not phone), then browsing activities performed on the phone can be viewed by your carrier (while traffic from your computer will go through a VPN server).
