Flickr doesn't offer blogs. For many people, their Flickr account is their blog, but if you're looking for a traditional blog format, you'll need to look elsewhere. You can get a free blog from blogger.com or wordpress.com for example, and then blog to them from Flickr automatically once you've set it up.
