Decrypt Files From Properties
Right-click on the encrypted file and select Properties. In the General tab, select Advanced. Now, uncheck the Encrypt contents to secure data radio box and click on OK.

Right-click on the EFS folder, and select Properties. Change the option for “File encryption using Encrypting File System (EFS)” to “Don't Allow” or “Disable”.

If you copy an encrypted file from an encrypted folder to an unencrypted folder, the file remains encrypted. If you copy an encrypted file from an NTFS volume to a file allocation table (FAT) or FAT32 volume, the file becomes unencrypted.
