Why do my iPhone videos take so long to load?
They are probably stored in iCloud Photo library and when you open them, the videos download back to the phone then play. To keep your photos and videos on your phone as well as iCloud go to Settings > Apple ID > iCloud > Photos > and make sure Download and keep originals is selected with a tick next to it.

To speed up a video on your iPhone, you can use iMovie or the Photos app. You can adjust the speed of a video in iMovie by using the Speed button in the video editing toolbar. You can also speed up a Slo-mo video in Photos by dragging the vertical bars below the frame viewer.
